Pacific Coast - Data Collection Proposal for Trawl Fishery

NOAA Fisheries Service proposes to collect data to support implementation of a future trawl rationalization program under the Pacific Coast Groundfish Fishery Management Plan. Since 2003, the Pacific Fishery Management Council has been developing a trawl rationalization program, which would affect the limited entry trawl fishery of the Pacific Coast groundfish fishery. The trawl rationalization program is intended to increase net economic benefits, create individual economic stability, provide full utilization of the trawl sector allocation, consider environmental impacts, and achieve individual accountability of catch and bycatch. NOAA intends to use the Pacific Fisheries Information Network (PacFIN) database and Pacific whiting observer data from NORPAC (a database of North Pacific fisheries and Pacific whiting information) to determine initial allocation of quota share for the trawl rationalization program, if it is approved and implemented.

Pacific Coast - Interim Measures Proposed for Petrale Sole and Canary Rockfish

NOAA Fisheries Service has proposed revisions to the 2009 management measures for petrale sole, and to the 2010 harvest specifications and management measures for petrale sole and canary rockfish taken in the U.S. EEZ off the coasts of Washington, Oregon, and California. This proposed rule would reduce 2009 catches of petrale sole, and would also implement more restrictive management measures in 2010 to keep projected impacts below a lower optimum yield. It would also lower the 2010 optimum yield for canary rockfish and implement more restrictive 2010 management measures. This action is needed to respond to the most recent stock status information in the near term, while NOAA Fisheries Service and the Council complete these stock assessments, revise rebuilding plans, and undertake rulemaking for 2011 and 2012 management measures for the entire groundfish fishery.

Pacific Islands - Compensation to Fishermen Displaced by Marine National Monument

A new rule describes how NOAA Fisheries Service will compensate eligible and interested permit holders who are displaced by fishery closures associated with the Papahanaumokuakea Marine National Monument. Commercial fishing for lobster in waters of the Monument is prohibited, and fishing for commercial bottomfish and associated pelagic species will be prohibited in waters of the Monument after June 15, 2011. Congress mandated that the compensation to these fishermen be based on the economic values of fishing permits. Permit holders who voluntarily accept compensation must immediately surrender their permits and leave the fisheries. This final rule is effective October 15, 2009. Pacific Islands - Permit Upgrades Available for American Samoa Longline Fishery

NOAA Fisheries Service is soliciting applications for American Samoa longline limited entry permit upgrades. Nineteen permit upgrades will be available for Class A vessel (less than or equal to 40 ft in length) permit holders to upgrade to larger vessel size classes. The permit upgrades are available only to Class A permit holders who participated in the fishery before March 22, 2002, and the highest priority for receiving a permit upgrade will be given to the person with the earliest date of documented participation.
