The Gulf of Mexico Fishery Management Council will meet October 19 - 22, 2009, in Corpus Christi, Texas at the Holiday Inn, 1102 S. Shoreline Boulevard. Council Committees will convene Monday afternoon after a series of closed sessions. Committees will meet through mid morning Wednesday, with the full Council convening Wednesday morning through Thursday. Agenda highlights are summarized below. Beginning at 12:30 p.m. Monday the Data Collection Committee will review a report of the Logbook Workshop, and the Shrimp Management Committee will review the following:
· “Status and Health of the Shrimp Stocks for 2008”
· “Stock Assessment Report 2008 – Gulf of Mexico Shrimp Fishery”
· “A Biological Review of the Tortugas Pink Shrimp Fishery Through December 2008”
· Preliminary Report of Shrimp Effort in 2009
Also on Monday the Spiny Lobster/Stone Crab Management Committee will discuss the scoping hearing summaries and management options suggestions for Joint Spiny Lobster Amendment 10, which addresses annual catch limits and accountability measures now required by the reauthorized Magnuson-Stevens Fishery Conservation and Management Act.
Monday’s meetings will conclude with discussions by the Sustainable Fisheries/Ecosystem Committee on a report from the ABC Control workgroup meeting and scoping hearing summaries from the generic ACL/AM Amendment, and the five-year research plan.
Tuesday the Reef Fish Management Committee will meet to discuss the gag/red grouper amendment scoping document (Reef Fish Amendment 32) and select scoping hearing locations. The Committee will also receive a presentation on new ESA Biological Opinion analyzing the gulf reef fish fishery and review the following:
· Alternative options for red snapper recreational season
· Modifications to the regulations in Amendment 29 (red snapper individual fishing quota program)
· Terms of reference for greater amberjack, yellowedge grouper and tilefish assessments
· Hook limit analyses for Amendment 31
Finally, the Committee will develop a charge for the Limited Access Privilege Program (LAPP) Advisory Panel and discuss the issue of sector separation.
Tuesday’s meetings will conclude with a meeting of the Administrative Policy Committee to discuss modifications to the Council’s Statement of Organization Practices and Procedures , and handbook development.
Immediately following committee recess on Tuesday, the Council and NOAA Fisheries will host an informal Question and Answer Session on Gulf of Mexico fishery management issues.
Beginning Wednesday morning at 8:30 the Coastal Migratory Pelagics (CMP) (Mackerel) Management Committee will review of the CMP scoping meeting summaries and options for the CMP Amendment 18/20.
The full Council will convene at 10:30 a.m., and from 11:00 a.m. – noon, will receive a presentation regarding the Catch Shares Task Force. Public testimony is scheduled to begin at 1:30 p.m. Testimony will be accepted on Exempted Fishing Permits (if any) and modifications to Reef Fish Amendment 29. The Council will also hold an open public comment session to give members of the public an opportunity to address the Council on fishery issues that may not be on the agenda. Open public comment will be taken immediately following public testimony.
The full Council will convene again at 8:30 a.m. Thursday to deliberate and take action on committee recommendations made earlier in the week. The meeting is expected to conclude by 1:00 p.m.
Although other non-emergency issues not on the agenda may come before the Council and Committees for discussion, in accordance with the M-SFCMA, those issues may not be the subject of formal action during these meetings. Actions of the Council and Committees will be restricted to those issues specifically identified in the agendas and any issues arising after publication of this notice that require emergency action under Section 305(c) of the M-SFCMA, provided the public has been notified of the Council's intent to take action to address the emergency.
The established times for addressing items on the agenda may be adjusted as necessary to accommodate the timely completion of discussion relevant to the agenda items. In order to allow for such adjustments and completion of all items on the agenda, the meeting may be extended from, or completed prior to the date established in this notice.
